Released within the last month, MSNLiveDisplay is a new tool which updates your display picture to a capture from your Web cam or other connected video device. You can specify how often it updates, the default update interval time is 10 seconds. Keep in mind display pictures take time and bandwidth (although, very minimal) to transfer, so a higher interval might be appropriate.
